(CNN) -- Rescuers plucked stranded Jersey Shore residents from flooded neighborhoods, workers pumped water from swamped Manhattan tunnels and stunned homeowners dug through the wreckage of their houses Tuesday after Superstorm Sandy ripped into the Northeast.
"I've lived here for 39 years," Toms River, New Jersey, restauranteur Keith Paul told CNN. "I've been through several hurricanes, going back to Gloria. And I've never seen anything like this at all."
Officials said it was impossible to measure the destruction Sandy left behind after it struck land near Atlantic City, New Jersey, around high tide Monday night. It killed at least 30 people in the U.S. from North Carolina to Connecticut, plus one in Canada -- in addition to the toll of 67 it inflicted on the Caribbean last week.
Nearly 8 million customers shivered without power in 15 states and the District of Columbia on Tuesday, while thousands of people waited in shelters, not knowing whether their homes had survived. Salt water streamed down the concrete canyons of lower Manhattan as utility workers pumped out the tunnels that carry people and power lines around New York.

And as if the water wasn't enough, one Queens neighborhood lost scores of homes to an inferno that erupted at the height of the storm, hindering efforts to contain it, while others within a few blocks were washed away.
"There is nothing in this one cluster of homes," Breezy Point resident T.J. Gilmartin told CNN. "And every house along the side that's still up is damaged. ... Even the sidewalk is ripped up."
Rescuers were being called back at nightfall in many towns because of the hazards lurking in the dark, swirling water that lingered across much of the region. Paul told CNN's "The Situation Room" that roads in Toms River and the route to its oceanfront neighbor, Seaside Heights, were impassible.
"There's poles down, there's trees down across wires with transformers blowing up on the street," he said. "You go out and walk around, it's dangerous, because if you hit a puddle and it's got electricity -- there's really not much you can do until things get cleaned up a little bit."
Atlantic City, a resort town famed for its beaches, boardwalk and blackjack, became an extension of the ocean as seaweed and flotsam swirled in the knee-deep water covering downtown streets. But while the property damage there was "pretty extensive," Mayor Lorenzo Langford said, "I'm happy to report that the human damage, if you will, has been minimal."
No deaths had been reported in Atlantic City. Parts of the boardwalk were washed out in the storm, Langford said, but the full extent of the damage was unknown.
Authorities in boats and National Guard trucks scrambled to rescue hundreds trapped in several towns after a berm broke in Moonachie, New Jersey. Some residents waited on rooftops for rescuers to arrive.
"Within 30 minutes, those towns were under 4 or 5 feet of water," said Jeanne Baratta, chief of staff for the Bergen County executive.
At one shelter in Tinton Falls, New Jersey, residents who've lived in the area for decades were in "utter disbelief," said Kristiana Ameida, a Red Cross spokeswoman.
"Many are calling their friends and neighbors, trying to get any information they possibly can. Many of them are worrying the worst, that their homes have been destroyed or are currently sitting under water," she said. "The garage doors are missing. Stuff has floated out to sea."
New Jersey Gov. Chris Christie described the devastation as "unthinkable." His counterpart in New York state, Andrew Cuomo, said, "I don't think words like 'catastrophic' or 'historic' are too strong to explain the impact." New York Mayor Michael Bloomberg said restoring power and mass transit were the biggest challenges facing officials in the days ahead.
"I'm happy to say it's the beginning of a process that we all know will take a while," Bloomberg said. "But this is the end of the downside, and hopefully from here is going up."
Parts of the city could be without electric service for four days, Consolidated Edison President Kevin Burke told reporters. And it was unclear when flights out of New York would resume.
John F. Kennedy International Airport could reopen Wednesday, Cuomo told reporters. But LaGuardia International Airport was expected to remain closed because of extensive damage, he said.
Bloomberg said free, albeit limited, bus service was slated to resume Tuesday evening to take up some of the slack left behind by the crippled subway system, and the New York Stock Exchange was scheduled to resume trading Wednesday morning.
While the East Coast was still grappling with the scope of the disaster, federal officials warned that Sandy was an ongoing concern with the potential to inflict more pain on inland states.
"The coastal impacts are certainly less today than they were last night, but the effects are not zero," National Hurricane Center Director Rick Knabb told reporters in a conference call. "There are still some fairly strong winds out of the south."
The storm was centered about 50 miles east of Pittsburgh and packing 45-mph winds Tuesday evening, bringing flood warnings to Michigan, Ohio and Pennsylvania and blizzard warnings to high elevations in the Appalachian Mountains.

"It's 3 feet of heavy snow. It's like concrete," said meteorologist Reed Timmer, who was riding out the storm in Elkins, West Virginia.
Forecasters predict the storm's center of circulation will be north of the Great Lakes by Wednesday. But coastal flooding in the 2- to 4-foot range could still occur "in spots," while the potential for other floods stretched as far west as Lake Michigan, Knabb said. Winds remain "fairly breezy" as far north as coastal Maine, which could see new power disruptions, he said.
"I don't want anyone to think that the event is over," Knabb said.
The full scale of Sandy's wrath has yet to be determined. But according to a government prediction, the storm's wind damage alone could result in more than $7 billion.
One estimate Tuesday from Kinetic Analysis Corp., which conducts weather hazard assessments, said the storm's economic impact could be up to $25 billion.
The dead included at least 10 in New York City, including a 28-year-old off-duty police officer who died in his home of Staten Island, the New York Police Department said. One of the two dead in Connecticut was a firefighter, Gov. Dannel Malloy said.
Falling trees or limbs killed motorists in North Carolina and New Jersey, as well as an 8-year-old boy in Pennsylvania. Canadian authorities blamed flying debris for the death of a Toronto woman.
And before hitting shore, Sandy's high waves swamped the tall ship HMS Bounty, a replica of the historic British sailing vessel. One of the ship's deckhands was killed and her captain was still missing Tuesday, but the remaining 14 people aboard were rescued.
In Washington, President Barack Obama pledged the full support of the federal government for recovery efforts. He signed major disaster declarations for New Jersey and New York on Tuesday, clearing the way for federal aid to residents and to state and local authorities.
"My instructions to the federal agency has been, 'Do not figure out why we can't do something. I want you to figure out how we do something. I want you to cut through red tape. I want you to cut through bureaucracy.' There's no excuse for inaction at this point," Obama said during a visit to the headquarters of the American Red Cross. "I want every agency to lean forward and to make sure that we are getting the resources where they need -- where they're needed as quickly as possible."
The storm's timing a week before the presidential election is tricky for Obama and Republican challenger Mitt Romney. Both candidates sought to balance the real threat of a killer storm against the need to squeeze out any last-minute advantages in battleground states ahead of next Tuesday's vote.
Obama discarded campaign events in Florida and Virginia to return to Washington and address the storm from the White House. He was scheduled to travel to New Jersey on Wednesday and survey storm damage, the White House said.
On Tuesday, Romney swapped campaign rallies for a relief event in Ohio.
"We have heavy hearts as you know with all the suffering going on in a major part of our country. A lot of people are hurting this morning," said Romney, adding that he had the chance to speak with some of the governors from the affected areas.

At least 40 people have been killed, millions are without power and transport across the north-eastern US has been severely disrupted as storm Sandy heads north for Canada.
In New York City, 18 people have been killed and the public transport system remains closed until further notice.
More than 15,000 flights were cancelled, the flight-tracking website FlightAware estimates.
Earlier, Sandy killed more than 60 people as it hit the Caribbean.
Sandy brought a record storm surge of almost 14ft (4.2m) to central Manhattan, well above the previous record of 10 feet (3m) during Hurricane Donna in 1960, the National Weather Service said.
The storm was causing heavy snowfalls over the Appalachian mountains on Tuesday afternoon. It was expected to turn towards western New York state during the evening before moving into Canada on Wednesday, the forecaster said.

At least eight million homes and businesses are without power because of the storm, says the US Department of Energy.
The New York Stock Exchange says it will re-open on Wednesday after two days' closure, as will the Nasdaq exchange. The last time the stock exchange shut down for two days was in 1888.
New York's subway system sustained the worst damage in its 108-year history, said Joseph Lhota, head of the Metropolitan Transit Authority (MTA).
Subway tunnels were flooded and electrical equipment will have to be cleaned before the network can re-open.

New York Mayor Michael Bloomberg said there was "no timeline" for when the subway would restart, but he hoped buses could begin running again on Wednesday.
All New York's major airports are closed as their runways are flooded.
It is likely to be two or three days before power is restored to most of the city, Mr Bloomberg said.
The Path commuter train service, which links New Jersey and New York City, is likely to remain suspended for seven to 10 days, New Jersey Governor Chris Christie told a news conference.
The tidal surge from the storm left fields of debris 7ft (2.25m) high and carried small railway goods cars onto elevated sections of the New Jersey Turnpike, he said.

President Barack Obama suspended campaigning for a third day ahead of next week's presidential election so that he could supervise the clean-up.
His Republican challenger Mitt Romney resumed low-key campaigning on Tuesday, converting a rally into a storm relief event in the swing state of Ohio.
Governor Christie, a Republican and staunch supporter of Mr Romney, went out of his way to praise the Democratic president for his handling of the storm.
"I spoke to the president three times yesterday," Mr Christie told CNN. "He's been incredibly supportive and helpful to our state and not once did he bring up the election... If he's not bringing it up, I'm certainly not going to bring it up."
The cost of clearing up after the storm is likely to run to $30-40bn (£18-24bn), says the BBC's business correspondent Mark Gregory - far less than than the $100bn cost of clearing up after Hurricane Katrina in 2005.

The hidden costs of a hurricane
The full impact from the huge storm Sandy, which was downgraded from a hurricane late on Monday, is yet to be known, and the full financial cost may be difficult to calculate.
Damage totalling $10bn to $20bn (£6bn-£12bn). That's how much some analysts expect Sandy, the so-called "Frankenstorm" currently charging up the US East Coast, to cost when all is said and done.
But that number - large as it is - underplays the full economic impact of Sandy's wrath, ignoring both the human and government costs and the unexpected economic boom that major storms can bring.
"The costs are generally calculated as damages to houses, structures, and other assets. For the US, they are calculated by taking the insured losses and multiplying by two, under the assumption that half of losses are insured," says William Nordhaus, a professor of economics at Yale University.
"It does not generally include losses such as lost work, time spent preparing and taping up your windows, losses from worrying, or (in the case of Yale) the lost learning from cancelling classes," he adds.
Sandy's final toll will include, for instance, the shattered panes of glass in a third-storey apartment window on a wind-whipped street in Washington DC.
But it won't take into account the business lost by the dry-cleaners in the unit next door, which is shuttered and dark - along with the bakery, the yoga centre, the hardware store and the market located nearby.
Nor will it factor in the liquor store in front of which all that shattered glass landed. The store remains open despite stock running low as customers seek to ride out the storm with a drink.

Make no mistake - the storm will lead to historic levels of financial damage, not to mention dozens of lives lost. It has claimed 69 lives in the Caribbean.
Apart from the physical destruction of property, there are additional costs to governments, businesses and individuals. These are often more about the human cost and less to do with the physical wealth destroyed by a storm.
Hospitals have to evacuate patients with critical needs, or make special arrangements, which can be an added expense. Police have to respond to emergency calls, man evacuation routes and put in overtime shifts. Governments have to provide food and shelter for staff working in the crisis zone and deploy emergency services.

All that costs money. And in the US north-east, where hurricanes are relatively rare, there may be less set aside for such things.
States unaccustomed to hurricanes could find themselves without the necessary public health resources, search and rescue teams, or telecommunication services, though they can call them from other states through theEmergency Management Asset Compact - for a price.
"Usually you activate your national guard, you activate your own resources, but when you have to go to other states to procure it, you start crossing lines that increase the cost," says Andres Calderone, associate director of the Stephenson Disaster Management Institute at Louisiana State University.
Then there's the money lost when everyone is hunkered down inside - and when inventory or infrastructure is destroyed by flooding and high winds.
"For businesses, if you have a complete week of closure, loss of electricity, that's cost that is not necessarily infrastructure cost or flooding costs, but it's cost to the enterprise," says Calderone. While some bigger companies may have insurance against work-loss, for many companies it can be crippling, especially if extensive time off is needed for repairs.
Calderone says that many small businesses who suffer this kind of damage - and who don't have a contingency plan - often fail to reopen all together.

But there is a paradox to the hurricane economy - as destructive as these storms can be, they tend to generate money as well.

Houses and buildings damaged by the storm require repairs, roads washed out need to be rebuilt, and storm preparation all lead to an influx of cash into the economy.
In 2005, Hurricane Ivan ripped through the Florida panhandle, causing $14bn (£8.7bn) worth of damage. But in the years that followed, retail sales increased by 25-35% above average.
"That was because we had so many workers in the area buying hotel rooms, installing roofs, people shopping at home depot," says Rick Harper, economics professor at University of West Florida in Pensacola.
The scarcity of intact housing stock also drove up home prices (which were quickly resolved when the housing market crashed a few years later).
In the meantime, the payouts from insurance claims on damaged properties mean that homeowners and businesses aren't stuck with too devastating a bill - and that the cost of the hurricane is actually spread out throughout the country.
"Folks are going to bear some of the cost of rebuilding, but policyholders around the country and sometimes the world who pay their premiums are also going to bear the cost," says Harper.

That in turn helps the local economies recover.
As far as the national economy is concerned, the economic research group Moody's saysthe impact of Sandy will be "noticeable but temporary".
And companies needed for reconstruction and repair may see a boost. After the 2005 hurricane season in Florida, for instance, contract oil drilling, building products, and oil and gas exploration sectors all performed well above previous averages.
And then of course, there is the local liquor store, which has been doing brisk business since neighbours started preparing for the hurricane over the weekend.
"It's unbelievable," says Arun Mody, the owner of Sportsman Liquors. "It's not normal - it's quite busy."
As he talks, a slow but steady stream of customers come in from the rain to buy wine, bourbon and a case of beer.
Often, he says, the slightly scared clientele ask for all the ingredients necessary to make a Hurricane cocktail.
When he finally closes up, he won't drive home in the storm.
Mody instead has rented a furnished flat for the night in the apartment building across the street - one plus in the economic column for Hurricane Sandy.
